Intensive Community Services

Intensive Community Services include Programs of Assertive Community Treatment, Intensive Outreach and Recovery Teams, and Intensive Community Support Services. These programs provide services to individuals in their homes, rather than an inpatient facility, allowing them to continue living in their communities. At least one of the below three services (PACT, ICORT, & ICSS) is available in each of Mississippi’s 82 counties.

Programs of Assertive Community Treatment (PACT)

Programs of Assertive Community Treatment (PACT) Teams help people who have the most severe and persistent mental health problems who have not benefited from traditional outpatient services to live successfully in the community while receiving mental health treatment services.

What are PACT Teams?

PACT is a person-centered, recovery-oriented mental health service delivery model for facilitating community living, psychological rehabilitation and recovery for persons who have the most severe and persistent mental illnesses and have not benefited from traditional outpatient services.

PACT teams are mobile, delivering services to people in their homes and communities. This evidence-based program enables people to remain in their communities and reduce placements in inpatient environments. Evidence-based programs like PACT are essential to allowing people to stay in the communities of their choice and continue on their journeys of recovery.

Who is on a PACT Team?

Certified PACT Teams are required to employ a Certified Peer Support Specialist. Other PACT team members are from multidisciplinary backgrounds who share responsibility for addressing the needs of those served. The services they deliver are individually tailored to address each individual’s goals and preferences.

Who can benefit from PACT Team services?

PACT Teams are specifically for people who are living with serious mental illnesses and have had only limited success with staying in recovery through the use of traditional outpatient services. That includes people who are living with a disability due to their illness, who have difficulty in keeping follow-up appointments, and even those who have avoided their follow-up appointments or may feel they are not in need of any services.

Since PACT Teams are mobile and deliver services to individuals in their own communities, they are available to provide services 24 hours a day, seven days a week.

Do PACT Teams work?

PACT Teams enable people to continue living in their own homes and communities while still receiving services they need. Clients of PACT teams have been shown to be more independent, have lower rates of unemployment, earn more income, enjoy more positive relationships and have a higher satisfaction with their lives. Studies have shown that clients of PACT Teams have lower rates of inpatient treatment. In cases where hospitalization was needed, the length of stay was shorter than individuals who had not participated in PACT.

Intensive Community Outreach and Recovery Teams (ICORTs)

Intensive Community Outreach and Recovery Teams (ICORTs) are a modification of PACT with fewer staffing requirements and lower staff-client ratios than a traditional PACT Team. An ICORT is an opportunity for CMHCs unable to sustain a PACT Team to provide a similar intensive service to help keep people out of the hospitals. ICORTS are available through the following CMHC regions and counties:

  • Region 2 operates two teams covering Calhoun, Lafayette, Marshall, Panola, Tate, Yalobusha
  • Region 6 operates two teams covering Bolivar, Coahoma, Quitman, Tallahatchie, Tunica, Washington
  • Region 7 operates two teams covering  Clay, Choctaw, Lowndes, Noxubee, Oktibbeha, Webster, Winston
  • Region 8 operates a team covering Copiah, Lincoln, and Simpson
  • Region 9 operates a team covering Hinds
  • Region 10 operates two teams covering Clarke, Jasper, Leake, Newton, Scott, Smith
  • Region 12 operates four teams covering Amite, Covington, Franklin, Jefferson Davis, Jones, Lamar, Lawrence, Marion, Pearl River, Pike, Walthall

Intensive Community Support Services (ICSS)

Intensive Community Support Services (ICSS) are provided by specialists who have a direct involvement with the person receiving services. These services are similar to targeted case management, but they maintain lower client to staff ratios and provide services primarily in the community instead of office settings.

Crisis Stabilization Units

The role of the Crisis Stabilization Units in the regional system is to provide stabilization and treatment services to persons who are in psychiatric crisis. It is believed that many of these individuals with mental illness can be treated in the center and returned to the community without an inpatient admission to the state psychiatric hospital. The more quickly a person receives treatment, as opposed to being “held” without treatment, the less likely his or her condition will worsen. An individual can receive involuntary and voluntary treatment at a Crisis Stabilization Unit. In addition, after treatment an individual will already be connected with their local Community Mental Health Center.
